It looks like a double canvas -- is it quite stiff? and what sort of count is it?

Might it be congress cloth?

I'm with Serinde-Congress Cloth probably 24ct.
Waste canvas tends to have blue lines running through it.

So its best just to throw it out then?

The waste canvas I have used didn't have blue lines, and the congress cloth had smaller holes.

Definitely not Congress cloth as it's a double canvas. Not waste canvas either by the look of it, it's too solid -- I would think it's a needlepoint canvas, which would be great for those beautiful geometric canvaswork designs, mig-3 did some of them I remember.
Don't throw it even if no-one here wants it -- either work out the count (measure one inch and count the number of double threads) and sell it on eBay, or donate it to your local charity shop -- some stitcher is bound to want it!

Of course it is hard to tell in a picture but it looks like the 18 or 20 ct waste tha I have used. Niether of those have the blue lines in it. No don't throw it away it can be used for different project some one may need or want it.
