I think any beginner attempting that would be put off attempting anything like it again and as for starting it on the outside .

That's a beginners piece ? And I would quibble with your definition of "particularly sloppy" - it's a very respectable finish on a lovely lacy piece (just lay off the wrapped bars for a bit...)

Which are the lattice stitches? Are they like dove's eyes?

The lattice stitches are the ones towards the inside that look like Xs. I would do this stitch again with two colours for contrast.

How do they expect a beginner to stitch this one? totally nuts I wouldn't try it before I had done a refresher course on hardanger.
